Regulatory Framework
The Virtual Assets Act 2026 creates PVARA to license, regulate, supervise, and oversee virtual-asset activities. SBP replaced its 2018 instruction and permits regulated banks to open accounts for PVARA-licensed VASPs or limited NOC holders, subject to due diligence and other conditions. Banks cannot invest, trade, or hold virtual assets using their own funds or customer deposits.
