The May 2025 launch release identifies DeCard as a DCS-issued Visa micro-credit card starting in Singapore, funded through SGD or selected digital assets; MAS-licensed DPT partners convert USDT/USDC to fiat before settlement. It also documents no annual fee for standard DeCard, mobile wallets, and ATM cash withdrawal availability worldwide except Singapore.
