DeCard is a DCS Card Centre-issued Visa micro-credit card launched in Singapore. Users receive a credit limit and restore available spending power through SGD or supported USDC and USDT funding in the D-Vault flow. DCS and Visa state that licensed DPT partners perform token-to-fiat conversion before card settlement, so this is a custodial, regulated card programme rather than direct merchant settlement in stablecoins.
