The May 2025 launch release identifies DeCard as a DCS-issued Visa micro-credit card starting in Singapore, funded through SGD or selected digital assets; MAS-licensed DPT partners convert USDT/USDC to fiat before settlement. It also documents no annual fee for standard DeCard, mobile wallets, and ATM cash withdrawal availability worldwide except Singapore.

Current application guide: Singapore citizens and permanent residents can verify with Singpass; other foreigners in Singapore submit passport or identity documents and proof of address. Approved cardholders receive a DCS-assigned credit limit and virtual card, can request a physical card, use Apple Pay or Google Pay, and fund through listed USDC/USDT networks or SGD bank transfer for Singapore users.

Published schedule separates SGD DeCard, USD DeCard and Luminaries: standard annual fee and virtual issuance are free; standard physical issuance is S$10 or US$10, Luminaries is US$388/year and US$100 physical issuance; delivery varies by market. Funding fee and digital-asset conversion markup are 0%. It lists 1.8% FX on standard cards, Luminaries 0% FX effective 13 July 2026, ATM fee of 1% or S$5/US$5 (whichever is greater), 28% annual interest terms and minimum-payment fees, plus the standard-card inactivity fee.

Current rewards guide: standard DeCard earns 1 DePoint per settled US$1, with cents excluded and points valid for two years. Luminaries cardholders choose between DePoints and cashback; cashback bands are 2% on the first US$2,000, 3% on the next US$3,000 and 10% above US$5,000, capped at US$200/month. Rewards exclude Scan-and-Pay and post by the 10th of the following month.

Current Luminaries travel guide says the card includes two Dragonpass lounge visits for 1,400+ lounges worldwide, with three additional visits available as a welcome-gift choice. It also says travel insurance of up to US$1,000,000 applies when airfare is charged to the card. Fast Track is described as a future DePoints redemption, not a live card benefit.

Luminaries applicants first complete an eligibility check for C-suite executive or Key Opinion Leader status.
