Celestia is built on the argument that a blockchain does not have to do everything. It deliberately does not execute smart contracts; it only orders data and guarantees it was published, which is the piece rollups genuinely need from a base layer. Rollups can then handle execution themselves and pay far less than they would posting the same data to Ethereum.
Modular design is a real architectural bet, not a marketing label.

The key technique is data availability sampling. Rather than downloading an entire block to confirm the data exists, a light node randomly samples small pieces of it; if enough random samples succeed, the full data is almost certainly available. This lets light nodes verify availability cheaply, which means security does not require every participant to store everything.

TIA is staked to secure the network and is paid by rollups for publishing data. That is a real usage-linked fee, which is more than many infrastructure tokens can claim. The difficulty is pricing: data availability is a commodity competing against Ethereum blobs and rival DA layers, and commodity markets compete on price. Cheap by design means fee revenue per unit stays low, so volume has to be very large to matter.
