Does an exchange inflow prove someone will sell?

No. A transfer can be for trading, collateral, custody, internal operations, settlement, or another purpose. The blockchain usually does not reveal intent.

Does an exchange outflow prove accumulation?

No. It may be self-custody, a custody-provider change, an internal wallet operation, an OTC settlement, or another movement not visible from the address alone.

It is a provider-defined difference between labelled inflows and outflows over a period. Its meaning depends on the address labels, exclusions, time window and revision policy used by that provider.
